    its not the armor that deflects the bullets
    the armor creates a layer around the person wearing it that absorbs, and then reflects the kinetic energy carried by small high-velocity objects

    That is how real combat armour works, it creats surface area to the blow to soften it, but high calibur rounds can still get through easy enough.
