I need help with something noone may care about here, but why not?

I recently saw someone use the Oblivion v4.0.6f multihack and I don't get how to use the ability to stack ontop of anything like it says... there's no info about lights on or off settings which creases me... any help please?

I thought I'd post this here since talk about hacks isn't something thats all that accepted around here... I think... so it's not in the way if it's here and unwanted... I'm guessing ^_^
