Question about the -50 minerals penalty.

There is a rule that when your message gets deleted you have to pay a penalty of 50 minerals, but my question is; does this happen automatically or do the moderators/admin withdraw this afterwards?

Why?
Someone just spammed the forum with a bullshit topic and I replied to it. After that I used the notify button to notify to the admin/mods there was a useless thread. I was just checking my minerals and I noticed that 50 minerals were deducted.
Maybe it was a coincidence and one of my replies just got deleted because it was considered spam or it could be that because the spammers whole thread was deleted (I checked on it, the posters number of posts is back at 0) I got deducted 50 minerals.
I guess it was the last one, and don't get me wrong, I ain't gonna make problems of 50 minerals I lost, but its definately a flaw in the forum system
