the point was more that she was elected when a child. IIRC she was 16 during episode 1, and had been queen for a few years at that point. Which means that they elected her when she was 12 or something.

Technically, the <before yavin and >yavin thing happened during the empire. HOWEVER, it wasn't chosen as the new standard time until after Darth Sidious was killed along with the second Death Star. So I guess it's established during the New Republic?

Yes, because that's were the Senate is/was. And I believe Palpetine kept using it because his palace was on that world. Not entirely sure.
