so, this idea comes from a marvel comic book event named Civil War, but i thought it would actually be quite an interesting discussion. so the backstory: You live in a world where there are literally thousands of superhumans, but most of these superhumans, even the so-called heroes, do not answer to any government. The heroes fight other superpowered beings and even invading aliens mostly without the publics knowledge. These things are not without damage though, there are incidents involving these heroes, such as the hulk destroying much of manhattan. The latest of these incidents involved a superhero group named the new warriors, who had their own tv program. In the little town of Stanford, they encountered 3 supervillains, which they attacked to improve their ratings. But the attack resulted in a failure, one of these villains blew up, killing most of the citizens of Stanford. Now the government wants to introduce the SuperHuman Registration Act. the SHRA: -Every new superhuman must receive training in one of the initiative bases -Every superhuman must register with the government with their full name -Vigilantism is forbidden, every superhero act must be approved by the government(this doesnt take long though, a few seconds at most) There is a group of heroes who approve of the SHRA, saying it brings safety and stops n00basses from destroying towns Another group of heroes oppose the act, saying that it is an attack on their rights and saying that is a danger to the lives of their family, seeing as there are many villains who can access government databases whose side are you on?
you are a regular US citizen Iron man leads the pro side, Captain America the anti side and the mutants remain neutral
Yeah, I know the players in the Civil War, I've read most them. Personally, as a regular citizen, I would support it. I wouldn't want some superhuman destroying MY home, let alone my town. I personally think the whole Civil War series is a metaphor for gun control, just on a bigger level.
There is another issue though, that i think is quite important if you are a superhuman, and you see some girl getting mugged, would it be moral to stop the muggery? i thinkk it would, but in this case you can only do that if you have the proper papers

it isnt really filling out forms you have a radio/phone connection with the HQ and a video uplink. the HQ sees through your eyes and determines if it is safe to assist in this situation. To get these connections, you need to register though, so its more a problem with unregistered heroes
Yes and no. If I see a muggery, I can stop it. Likewise, a superhero could if he doesn't use any powers (aside from, say, Superman's invulnerability).
