Blizzard has stated a few times that the Sc2 StarEdit should have all of the features of the Wc3 editor and more. They have also said that there is no reason why a leveling system wouldn't be in the Sc2 editor.

 

I see many of them:

A Marine hero acquiring a new weapon (it may sound more realistic through a shop though)
A Zerg hero involving with new abilities
A Protoss hero learning new powers

But that's good somehow if they base the game on the WC3 technology: the WC3 level editor is a masterwork to me, and it should still be able to make solo/coop missions with heroes with the triggers I think (by switching the heroes characters between each stage for instance).

Oh sorry, I didn't read your message correctly.

I bet then there will be some WC3-like mods when the game will be released.
